THIS POLICE DEPARTMENT NEEDS TO BE INVESTIGATED FOR SYSTEMATIC ABUSES AND AUTHORITY OF UNCONSTITUTIONAL PRACTICES AND SHOULD ONLY BE ALLOWED TO CONTINUE OPERATIONS UNDER THE WATCHFUL EYE OF A FEDERALLY APPOINTED MONITOR
