forwarded to you for review and continuing execution, a copy of a Notice
of Demand for Criminal Complaints, PL §240.70 Criminal
Interference with Health Care Services in the Second Degree and PL
§240.26 Harassment in the Second Degree, including a supporting Bill
of Particulars (as a complete chronology of events), -TO
BE CHARGED AGAINST- Town of Poughkeepsie Police Officer /
Arlington Volunteer Fire Fighter, Gregory S. Wagler,
that had been served by U.S. certified mail on July 18, 2003, on Chief
of Police Peter Wilkinson of the Town of Poughkeepsie Police
Department for execution thereof. Your willing
refusal to respond to my August 4, 2003 correspondence
together with you lack of action to act to your sworn duty to
prosecute criminal activity of individuals, whatever their status may
be, is a serious matter and has prompted my continuing effort for
justice, by my second letter to you on September 1, 2003, whereas, I
had included a Petition for Demand: 1. Requesting a DEMAND
that you, the Dutchess County District Attorney, William Grady
withdraw yourself and your agency, from any further
association with this matter seeking criminal prosecution, bringing to
justice Town of Poughkeepsie Police Officer / Arlington
Volunteer Fire Fighter, Gregory S. Wagler.
2. To CONVENE A LOCAL GRAND JURY to investigate this
matter further and to seek to have the Grand Jury consider issues of
Criminal Culpabilities that have not been publicly addressed as yet in
regard to: Peter Wilkinson,
Chief of Police, Town of Poughkeepsie Police Department. AndWilliam Grady, Dutchess
County District Attorney.
As to their involvement in a conspiracy to “cover-up”
by “hiding behind the color of the law” in their
willingness to refuse to perform their sworn duties to uphold the
law as to the Notice of Demand for Criminal Complaints: Against: GREGORY
S. WAGLER, Town of Poughkeepsie Police Officer / Volunteer
Arlington Fire Fighter.
I believe as an additional effort
on your part to cover-up, while “hiding behind the color of the
law” the criminal acts that have been committed by Town of
Poughkeepsie Police Officer / Arlington Volunteer Fire Fighter, Gregory
S. Wagler; YOU HAVE NOW, after receiving my September 1, 2003 Petition
for Demand and five weeks after the fact, have commissioned
Edward F. Whitesell, Bureau Chief of your Special Prosecutions
Division, to now commit to investigate to avoid an investigation by a
local “Grand Jury” into the conspiracy “Cover-Up”,
while “hiding behind the color of the law”, a crime that
has been committed by, Town of Poughkeepsie Police Officer /
Arlington Volunteer Fire Fighter, Gregory S. Wagler;
together, with the further investigation of issues of Criminal
Culpabilities that have not been publicly addressed as yet in regard
to: Peter Wilkinson,
Chief of Police, Town of Poughkeepsie Police Department. AndWilliam Grady, Dutchess
County District Attorney.
As to their involvement in a conspiracy to “cover-up”

S. WAGLER, Town of Poughkeepsie Police Officer / Volunteer
Arlington Fire Fighter.
At this time, allow me to point out to you, that there seems to
be a display of what I would conclude to be insufficiencies within
your Bureau Chief Whitesell’s office, for he has not
even taken the time or interest, within his letter to me, to even
spell my name “Candis” correctly. He has also
projected to me, that he has already determined initially without any
further investigation on his part, that the criminal offenses that I
had suffered as a “senior, disabled citizen” that
have been committed against me by, Town of Poughkeepsie Police
Officer / Arlington Volunteer Fire Fighter, Gregory S. Wagler,
was only a “behavior” problem.
What is very hard for one to understand, why is it, that if a
citizen had been alleged to have committed a crime by a complainant, a
criminal complaint signed by the self proclaimed victim, is all that
would be needed to arrest and arraign the alleged criminal violator
immediately, so why is it that the criminal offenses committed by, Town
of Poughkeepsie Police Officer / Arlington Volunteer Fire Fighter, Gregory
S. Wagler, is not treated in the same manner as an
ordinary citizen?????????????????????????????????????????????????? Is the status of the Town of Poughkeepsie Police Officer / Arlington Volunteer Fire Fighter, Gregory S. Wagler, above the law????????????????????????????????????? District Attorney William V. Grady you are definitely “NOT PART OF THE CURE”.
I continue at this time, by this
3rd letter dated September 15, 2003, I am exercising again, my legal
rights included as follows: 2nd PETITION by CANDIS V. SAINT ANGEL
requesting a DEMAND
1. That Dutchess County District
Attorney WILLIAM GRADY to withdraw himself and his agency, from
any further associations with this matter, and: 2. To
CONVENE A LOCAL GRAND JURY to investigate this matter further and
to seek to have the Grand Jury consider issues of Criminal

A LOCAL GRAND JURY; if you willingly deny this request by
petition for equal justice, I will further continue to petition for
relief to the New York State Attorney General, to CONVENE A NEW
YORK STATE GRAND JURY in this matter of a criminal “Cover-up”
