This letter was hand delivered in person, to Dutchess County Sheriff candidate Candis V. Saint Angel's son, by an unidentified individual who stated the fact: "If your father does not withdraw from running for Sheriff of Dutchess County, this is what is going to happen to him".



1.      On January 23, 2003, at or about 11:00 am, in the Dyson Center building on the Marist College Campus, Poughkeepsie New York, where I am a registered student, attending class, the following occurred:

2.      Immediately after leaving my class after completion of my first day of attendance, I was approached by a young man as follows: He was wearing loose fit, “baggy” blue jeans, a gray T-shirt, a large sized, down filled winter coat, which was black, blue, and red (containing no markings). He also had on, old “worn out” natural colored, high-top work boots, that were beat up and worn over the toes and sides.

3.      He was approximately between 5’ 10” and 6’ tall, Caucasian male, with a short crew cut or military cut hair style, which was a light brown color, he was very thin, approximately 120 to 140 lbs. He had very thin hands that were very clean and smooth, with no compacted grease or dirt under his nails, with cleanly cut and trimmed cuticles and nails. He had no visible scars or markings on his face or visible parts of his body, that were noticeable to me.

4.      Upon my exiting the class, he approached me and said, “Richard Saint Angel”!

5.      I looked at him without saying anything or making any motions.

6.      He then said to me, “You don’t know me, but I know of your father and what he will be doing if he becomes Sheriff. If your father does not withdraw from running for Dutchess County Sheriff, this is what is going to happen to the two of you”.

7.      He extended out his hand and revealed a folded peace of paper, reaching forward, placing it into my hand.

8.      With that, he turned, walked away, blending in down the crowded hallway.

9.      I immediately opened the folded paper and began to read it.

10.  After reading about ten lines of what was written for a duration of time of about twenty (20) seconds, I realized the threatening consistency of the letter and began to aggressively make my way down the crowded hallway in the direction of which the young man had gone.

11.  About forty (40) feet down the hallway, I reached the end, turned the corner and went the additional ten (10) feet to the doorway, which leads to the Dyson Center Parking lot.

12.  I continued to exit the building and head to the curb in front of the building and scanned the parking lot, looking for the young man.

13.  I then turned left at the curb, to follow the parking lot to the main entrance.

14.  Approximately twenty (20) feet in front of me, I could see and identified the young man alone, in a vehicle attempting to leave the parking lot.

15.  The vehicle that he was in is identifiable as a Dark Green, 4 door, 1985 to 1989 model Toyota Celica, with no visible dents or markings, except that the sides were covered with salt residue. I noticed that since it being such a cold day, that there was very little visible exhaust coming out of the vehicle, which indicated to me that the vehicle had arrived just previous to my encounter with the young man, and was already warmed up.

16.  As the vehicle exited the parking lot in an orderly fashion, turning right, onto the main campus road, I was able to get a partial view of the vehicles license plate. It was a New York plate, and the partial numbers I was able to see was “AFD 1 ? ? ?”. I was not able to see the last 3 digits of the plate number.

17.  The vehicle slowly continued down the main campus road, turning right onto the south gate entrance road, to leave the campus grounds, where the vehicle had then left my sight to exit onto Route 9.

18.  Immediately after seeing my father, the same day, I gave him this letter that was intended for him.

19.  On Friday January 24, 2003, approximately 11:30 am, my father was in contact with FBI Agent Ron Norman.

20.  My father received instructions from FBI Agent Norman, to immediately fax the Black Mail threatening letter that he had received, among other documents, to the attention of Supervisor FBI Agent Mike Rourke, at fax (845) 615 – 1756. And to await further instructions. My father complied.

21.  On Wednesday January 29, 2003, at approximately 4:58 pm, my father received a phone call from FBI Agent Norman in his automobile, informing my father that this investigation has been transferred to the “Public Corruption Division of the FBI”, Supervisor FBI Agent Steven Garfinkle in charge of investigations of corruption and conspiracy, in Dutchess County. He also instructed my father, “to inform me, that if and when, I were to be arrested. For me to call from the Jail, a specific telephone number, informing FBI Agent Steven Garfinkle of my arrest”. My father complied.

I GIVE MY PLEDGE............ When I am elected and sworn in as Dutchess County Sheriff, if this crime is not solved and time does allow me, I will seek out, arrest, and persecute to the fullest extent of the law, the unidentified person or persons responsible for the malicious criminal act of blackmail, by who did personally present to my son, on January 23, 2003, a threatening blackmail letter against my family  and myself, threatening us with irrefutable, irreversible harm, if I do not withdraw as 2003 candidate for Sheriff of Dutchess County.
