"BRAND NEW PREVENTATIVE STRATEGY DWI ENFORCEMENT PROGRAM"
This will all but eliminate future DWI crime, and other caused related, devastating "Vehicular Homicide" and additional crimes, before they could occur in Dutchess County.
The Sheriff will cooperate, together with the owners of Dutchess County
Establishments that serve Alcoholic Beverages, to place into effect a
"Brand New" "PREVENTATIVE DWI POLICY PROGRAM";
by the establishments total cooperation to notify the Sheriff with the advanced
warning of a potential DWI offender, so as to be able to assist and intervene,
before the crime of DWI could occur, of which could potentially escalate to
result in the crime (charge) of "Vehicular Homicide".
"The advance notice of the potential offender", would give
opportunity for the Officer responding to "intervene and professionally
attempt to discourage" the inebriated individual from driving at this
time, and to "professionally convince this individual to call"
for a "service ride home"; additionally, to "professionally
attempt to assist the individual in obtaining that ride home".
At the worst, an unreasonable, belligerent, drunken individual / potential DWI
criminal offender, together with the cooperation of the establishment, the
Officer would be forced at that time to arrest that individual, for a minor
offence of "Public Intoxication".
This minor arrest would "prevent" this individual from
proceeding to commit DWI, a major crime, that could have resulted In a
catastrophic event, and if not, at least resulting in a major criminal offence
of DWI against that individual, of which after publicity, would destroy that
individuals credibility, employment, as well as their future.
All police cars will be "white" to ensure "Police
Presence on highways", as a deterrent to any DWI offenders.
"Permanent signs" will be erected on the centers of the 3 bridges and well advertised with the media, advertising constant DWI checkpoints, resulting in preventing potential DWI offenders from entering into Dutchess County undetected. (These locations will be manned 7 days a week, minimum of 10 hours per night by Volunteer Auxiliary Deputy Sheriffs, at no cost to the taxpayer).
"Permanent signs" will be erected, on 21 major highways
throughout Dutchess County, and well advertised with the media, advertising
constant DWI checkpoints, resulting in the potential DWI offenders, to take
to the back non-populated roads, to escape from apprehension. (These
locations will be manned by Volunteer Auxiliary Deputy Sheriffs, at no cost to
the taxpayer).
It will be "mandatory" that all establishments that serve
alcoholic beverages in Dutchess County will post signs, together with a map,
advertising and announcing to their patrons, where all DWI checkpoints are
located in Dutchess County.
This "Brand New" Preventative Strategy DWI Enforcement
Program, will not cost the citizen / taxpayer of Dutchess County. This
program will be maintained 7 days per week; mainly by the "Brand New"
Volunteer Auxiliary Deputy Sheriff's of Dutchess County numbering between 10,000
- 20,000 Volunteer Persons.
