SHERIFF'S "YOUTH ENTERTAINMENT AND ACTIVITY CENTERS" - - Y.E.A.
The Sheriff will develop, and maintain the Y.E.A. Center in every Town throughout Dutchess County, that will be funded by private funds, and will be constantly supervised by Volunteer Parents and Volunteer Auxiliary Deputy Sheriff's.
SHERIFF'S "YOUTH UNITED PROGRAM" - - Y.U.P. Program
The Sheriff, will develop Y.U.P., a non profit making corporation (self sufficient) with a citizens board, consisting of volunteer members, concerned citizens, parents, doctors, psychologists, teachers, lawyers, officers, business persons and the Sheriff himself. This Y.U.P. Corporation will be responsible for the funding of the Y.E.A. Centers.

SHERIFF'S "YOUTH EXPERIENCE SCHOLARSHIP PROGRAM" - - Y.E.S.
As Sheriff, "Saint Angel" will develop a "Sheriff's College Scholarship Fund", beginning with, and by setting aside from his personal yearly salary, twenty (20) $1,000.00 individual College Scholarships, totaling $20,000.00 each year, to be given to a deserving young citizen, one from each Town in Dutchess County, who is an "active member in good standing" of the Y.U.P. (Youth United Program) and a member of their local Town's Y.E.A. (Youth Entertainment and Activity Center) of Dutchess County. (This scholarship fund will be increased by additional scholarships by the additional amounts contributed by the District Attorney, County Clerk and etc.)
